  • You can get it from NPC 'Nella' of Cunning City, and you can do it only when you have completed the quest for 'Nella' and Cunning City residents. After completing one, you can get another quest based on a certain probability. (Level limit 25)
  • You can get it from Elnas' NPC 'Skadur' and only when you have completed the 4 Sage Quests on Victoria Island. (Level limit 65)
